Virtual office as a company (PT) address in Indonesia: is it legal?
A short guide, as of September 2026, written to untangle two things people confuse: a legal address to register a PT and virtual-office software for remote teamwork. KAISPACE is the second — this page explains the difference honestly.

Is a virtual office allowed as a PT address?
Generally yes: a virtual office can serve as a company’s registered address, as long as the provider sits in an office zone and the business activity (KBLI code) is permitted to use such an address. Activities that need a physical location — warehouses, factories, retail — are not covered by a virtual office alone.

Virtual-office providers in Indonesia commonly cite the regulations below. This is not legal advice — check the latest official texts before making decisions.
- DKI Jakarta Regional Regulation (Perda) No. 1 of 2014 — on the Detailed Spatial Plan and Zoning Regulation — the basis for requiring a business location in an office zone.
- Circular Letter of the Head of BPTSP DKI Jakarta No. 6 of 2016 — on issuing domicile letters and follow-on permits for virtual-office users (Jakarta only).
- The Risk-Based OSS system (OSS RBA) — the business location is entered when applying for an NIB; some activities are tied to spatial-use conformity — check the current rules at oss.go.id.
- KBLI 82110 "Combined Office Administrative Service Activities" — the classification (KBLI 2020) commonly used for virtual-office services; under KBLI 2025 the code converts to 82100 — check the latest code in OSS.
- PER-7/PJ/2025 — provisions on VAT-taxpayer (PKP) confirmation for virtual-office users — check the official text at pajak.go.id.
AHU vs OSS
They are different processes. Ratification of a PT as a legal entity goes through the AHU Directorate at the Ministry of Law (producing a ratification decree). The NIB and business licensing go through OSS. A virtual-office address is used in both, but the registered address is not the same as the operational location.
Registered address ≠ operational location
A company can use a virtual-office address as its registered address while certain operational activities must still take place at a location that meets zoning and sectoral-permit requirements. So what matters is not just "the provider is legal", but whether your KBLI and the nature of your business may use that address.

Is an (address-type) virtual office legal for every kind of business?
Not always. Virtual offices are commonly accepted for administrative/office activities such as KBLI 82110 or 82100 (check the latest code in OSS), but activities that need a physical location — warehousing, production, retail — usually cannot rely on a virtual address alone. Check your business’s KBLI in OSS before deciding.
What is the difference between the AHU and OSS processes?
AHU at the Ministry of Law ratifies the PT as a legal entity and issues the ratification decree. OSS issues the NIB and risk-based business licenses. A virtual-office address is used in both, but the registered address differs from the operational location, which may have its own zoning requirements.
